Ladies and Gentlemen:

A peaceful and pleasant day.

This has reference to the ongoing war in Mindanao between the camp of the Government of the Philippines through the Armed Forces of the Philippines (AFP) and the Moro Islamic Liberation Front (MILF)  through  some of its base commanders.

Reports from the field regarding the casualties and costly damage wrought about by the prosecution of this war lead us all to the conclusion that we are all, all of us, losers in this conflict. What is more unfortunate is the number of civilians who have been affected and displaced by the hostilities between the two belligerent groups. As I speak, hundreds of thousands of our brothers and sisters in Mindanao are experiencing indescribable suffering and agony because of a conflict which they neither initiated nor will they ever benefit from.

In this regard, may I please express my urgent request to the Officials and Panelists of both the Government of the Philippines and the MILF that, in the Name of the Sovereign Almighty God that we all serve, the two parties to this horror immediately cease and desist from their hostilities and go back to the negotiating table.

May I please ask both parties to communicate developments on this matter to Lady Johaira Wahab who is hereby designated Special Rapporteur for the Peace Process. It is my fervent hope that this reasonable request shall be heeded by both parties with enthusiasm.

A Decree Establishing a Global Emergency Fund (GEF) for the Purpose of Addressing the Potential Effects of the

Financial Crisis in the Western Hemisphere

WHEREAS, the news from Capitol Hill is that the Congress of the United States of America has rejected the legislative proposal containing the bailout plan for the beleaguered banks and financial institutions of Wall Street;

WHEREAS, there is a need to head-off the potential implications and consequences of this rejection by the U.S. Congress not only on the American economy but to the global economy as a whole;

WHEREAS, for many years, even decades, relatives of Filipinos who have become citizens and /or residents of the United States of America have consistently supported their family members and extended relatives in the Philippines mainly in the form of financial support and also in terms of moral support;

WHEREAS, there is an opportunity for the Philippines to reciprocate the kindness, generosity and patriotism of our modern-day heroes the Overseas Filipino Workers (OFWs) and those who have already become citizens and permanent residents of the United States of America and other countries, as well as the many years of generosity of the peoples and governments of our friends in the Western hemisphere;

NOW, THEREFORE, I, Jeffrey J. Roden, by virtue of all the power and authority vested in me as King of Kings and Lord of Lords, by the Grace of God the Father of all Creation, Above All Power and Wealth, Author of Authority and Originator of Time, and God of All Nations, hereby promulgate and decree, that:

1. It is my desire that the Government of the Philippines, in coordination with the private sector , establish a Global Emergency Fund (GEF) for the purpose of addressing the potential effects, if any, of the financial crisis in the Western Hemisphere and the recent rejection by the U.S. Congress of the legislative proposal of a bailout for the beleaguered Wall Street companies;

2. It is likewise my desire that the Government of the People’s Republic of China, which has erstwhile enjoyed robust economic growth and continues to enjoy robust economic growth, put up a counterpart fund to match the contribution of the Government of the Philippines in the GEF;

3. The same plea is made of the Governments of Russia, Georgia, Kazakhstan, Kyrgyzstan, Afghanistan, Mongolia, the Dalai Lama of Tibet, Azerbaijan, Japan, India, Pakistan, United Korea, Taiwan, Australia, New Zealand, Kingdom of Saudi Arabia, Kuwait, Bahrain, Qatar, United Arab Emirates, Syria, Jordan, Iran, Iraq, Israel, the Palestinian Liberation Authority, Egypt, Yemen, Papua New Guinea and Sri Lanka;

4. It is my further desire that the Governments of the Member Countries of the Association of Southeast Asian Nations (ASEAN), namely Indonesia, Malaysia, Singapore, Vietnam, Thailand, Brunei Darussalam, Laos, Burma, Cambodia, and TImor Leste, put up similar counterpart funds in addition to the contributions of the countries first mentioned in the preceding paragraph.  The consolidated funds in the GEF shall be held in reserve should the nations of the Western hemisphere need and request credit and/or financial support in the face of their current difficulties;

We would like to extend to our friends, relatives, and fellowmen living in the Western hemisphere our heartfelt prayers for your safety and focus amidst the challenges you now face.  We pray you will not lose hope despite the enormous problems you are facing. Life goes on.  We run the race of life notwithstanding the sufferings.  And in these trying times of the financial crisis, we likewise pray you would find eternal wealth in the company and love of your families and loved ones.

WHEREAS, The New Jerusalem – ‘Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and there was no longer any sea. I saw the Holy City , the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. And I heard a loud voice from the throne saying, “Now the dwelling of God is with men, and he will live with them. They will be his people, and God himself will be with them and be their God. He will wipe every tear from their eyes. There will be no more death or mourning or crying or pain, for the old order of things has passed away.’

‘He who was seated on the throne said, “I am making everything new!” Then he said, “Write these down, for these words are trustworthy and true.”

‘He said to me: “It is done. I am the Alpha and the Omega, the Beginning and the End. To him who is thirsty I will give to drink without cost from the spring of the water of life. He who overcomes will inherit all this, and I will be his God and he will be my son. But the cowardly, the unbelieving, the vile, the murderers, the sexually immoral, those who practice magic arts, the idolaters and all liars – their place will be in the fiery lake of burning sulfur. NOW, THEREFORE, I, Jeffrey J. 1. It is my desire that free quality education be offered from the basic elementary levels, to secondary, to college and university levels in all the territories of the Kingdom of Heaven;

2. It is my desire that the best books and educational materials be provided to all schools throughout the ends of the earth, especially those located in far-flung and impoverished areas;

3. It is my desire that the choicest food be provided to all children of schooling age in the elementary levels;

4. It is my desire that the Treasures of Wealth n the entire dominion be immediately thrown wide open for access by all entities needing the funds to provide quality education to the upcoming generations of humanity, the little ones who shall inherit the earth from us.  It is my desire that these succeeding generations receive the best education possible in heaven and on earth;

5. It is my desire that all the handicapped be provided their much needed resources and opportunities.  It is my desire that all the elderly, the sick, and the suffering be provided all the medical services, medicines, welfare and care they need;

6. It is my desire that a worldwide housing program for the homeless and the poor be immediately started as I speak. In this regard, all housing agencies the world over are hereby urged to solve the problem of housing soonest;

7. It is my desire that a comprehensive rehabilitation and restorative justice program be adopted and implemented in all the prison systems and jail centers in all the territories of the entire dominion throughout the ends of the earth, to redeem these lost souls from the sinfulness of their past lives even as we all ask forgiveness for our own sins and transgressions;

8. It is my desire that the Treasures of Wealth in the entire dominion be immediately thrown wide open and a special fund created for the University of the Philippines, the New Jerusalem and Seat of the Holy and Royal Government of the Kingdom of Heaven, creating a systematic means of apportioning funds to its many and several academic and non-academic units.

OFW Investments as Impetus of Progress

A Decree Granting Tax Reliefs and Incentives to OFW Investments, Stock Certificates of OFWs in Filipino-owned companies and Banking and Financial institutions and for other purposes.

WHEREAS, ‘Do not be afraid for I am with you; I will bring your children from the east and gather you from the west. I will say to the north, “Give them up!” and to the south, “Do not hold them back.”

‘Bring my sons from afar and my daughters from the ends of the earth – everyone who is called by my name, whom I created for my glory, whom I formed and made.’

‘Lead out those who have eyes but are blind, who have ears but are deaf.  All the nations gather together and the peoples assemble.  Which of them foretold this and proclaimed to us the former things?  Let them bring their witnesses to prove they were right, so that others may hear and say, “It is true.”

“You are my witnesses,” declares the LORD, “and my servant whom I have chosen, so that you may know and believe me and understand that I am he.  Before me no god was formed, nor will there be one after me.

‘I, even I, am the LORD, and apart from me there is no savior.  I have revealed and saved and proclaimed – I, and not some foreign god among you.

“You are my witnesses,” declares the LORD, “that I am God.”

“Yes, and from ancient days I am he.  No one can deliver out of my hand. When I act, who can reverse it?” (The Book of the Prophet Isaiah, Chapter 43, verses 5-13)’;

WHEREAS, there is at present an impending prospect of global recession due to the collapse of behemoth banking and financial institutions in the United States of America and other economies in the Western hemisphere.  There is, in fact, a sweeping global sea change in the international financial structure and soon the political and social architecture of the earth;

WHEREAS, notwithstanding this prospect, the Philippine economy remains healthy and stable buoyed in large part by the dollar remittances of Overseas Filipino Workers (OFWs);

WHEREAS, there is a need to maximize the participation of OFWs in Philippine nation-building and development, and to provide actual fiscal and other incentives to stimulate and encourage their further and increased participation in the business of the Kingdom of Heaven;

NOW, THEREFORE, I, Jeffrey J. Roden, by virtue of all the power and authority vested in me as King of Kings and Lord of Lords, by the Grace of God, the Father of all Creation, Above All Power and Wealth, Author of Authority and Originator of Time, and God of All Nations, hereby promulgate and decree, that:

1. It is my desire that a comprehensive tax measure be passed by the Senate of the Philippines and the House of Representatives, in Congress assembled, granting tax reliefs and incentives to OFW investments in the Philippines, taking into consideration the investment strategy of the Republic of the Philippines and the country’s economic priorities. In this regard, I urge the Bureau of Internal Revenue (BIR) to formulate an attractive and sound tax incentive scheme for this purpose, in coordination with the National Economic Development Authority (NEDA), including investments by OFWs in Filipino-owned corporations that are already existing as of the time this decree is handed down; and including the earnings of such corporations as well as joint ventures between said corporations and OFWs and/or accredited OFW organizations: Provided, that mechanisms are put in place to prevent fraud and abuse of these incentives by unqualified entities: Provided, furthermore, that the expected decrease in revenue collections from these tax incentives be offset by increasing taxes on overseas portfolio investments of banks and other financial institutions, especially short-term notes and putting into place mechanisms against speculation;
2. It is my desire that OFW investments in bonds, securities, stock certificates and other financial instruments of Philippine-registered and Filipino-owned companies as well as banking and financial institutions be granted tax reliefs and incentives. In this regard, I urge the BIR and the Bangko Sentral ng Pilipinas (BSP) to study the soundness and viability of reducing the tax on interest earnings and other earnings from these financial instruments owned by OFWs. Furthermore, it is my desire that similar tax reliefs and incentives on interest earnings be granted to banks which have loan programs for the families of OFWs, in particular housing loans, educational loans, small business loans, emergency and hospitalization loans and similar consumer loans, especially to those who belong to the middle class as this term is defined and operationalized by the NEDA;
3. It is my desire that inventions, innovations and other pioneering undertakings of OFWs in the areas of manufacturing, agro-industrial and agricultural production, biomedical industries, organic farming and rice production, information technology, pharmaceutical industries, alternative energy and clean fuel, construction and mass housing, and other similar industries, especially those of Balik Scientists and Balik OFW Negosyante, be provided governmental support in terms of access to seed capital, research and logistical support, credit support, and marketing support.  In this regard, I urge the Overseas Workers Welfare Administration (OWWA), the Development Bank of the Philippines (DBP), and the Land Bank of the Philippines (LandBank) to establish a special fund for access by these returning OFWs who plan to establish businesses in the country. In this regard, too, I urge Congress and the corresponding legislative bodies of local government units (LGUs) to study the soundness and viability of reducing taxes on real property transactions related to these OFW invesments, and to act on the same when sound and viable;
4. Counterpart agencies in other countries all over the world and throughout the ends of the earth, including agencies of the United Nations (UN) are hereby urged to adopt similar measures and incentives as may be applicable within their respective jurisdictions under the dominion of the Kingdom of Heaven.

Dear Convenors:

A very pleasant day!

May I please communicate to the Global Filipino Congress my sentiment that there is a need to elect the Senior  Minister (heretofore addressed as Prime Minister) of the Holy and Royal Government as soon as the World Filipino Parliament (Parliament of Heaven) is elected and assembled.

In this regard, may I please invite the Prime Minister-elect to form a Government soonest and communicate to the Throne the composition of the Official Family the Cabinet of the Holy and Royal Government.

The Parliament is granted omnibus authority to formulate its own internal house rules, its standing committees and special committees, as well as the various offices and ministries without overlapping, however, on the powers of the offices already created by the Throne for the administration of the affairs of the Throne.  The Parliament shall have plenary legislative powers subject to the right of the Throne to dissolve the Parliament upon the request of the Prime Minister.

It is my earnest desire that a Government would be constituted soonest after the election, formation and organization of the World Filipino Parliament.

and Appropriating Funds Therefor

WHEREAS, In the beginning was the Word, and the Word was with God, and the Word was God;

WHEREAS, there is a need to constitute a Real Audiencia of the Holy and Royal Government while the Parliament of Heaven has not yet been formed and organized;

WHEREAS, there is also a need to constitute the following offices: Chancellor of the Exchequer, Governor of the Investments Office and the Keeper of the Great Seal;

NOW, THEREFORE, I, Jeffrey J. Roden, by virtue of all the power and authority vested by the Grace of God in me as King of Kings and Lord of Lords, do hereby promulgate and decree, that:

1. It is my desire that Lady Yvette Yaneza be appointed High Chancellor of the Real Audiencia of the Holy and Royal Government of the Kingdom of Heaven, which shall be the Highest Court in the entire dominion. In this regard, I invite Lady Yaneza to form a Court of Fifteen (15) Chancellors soonest, which names shall be submitted to the Throne of Truth for formalizing their respective appointments. The decisions and opinions handed down by the Real Audiencia shall not be appealable elsewhere, not even to the Throne of Truth. However, I reserve the customary power to grant Royal Clemency in meritorious cases where equity and justice so demand;

1. It is my desire that Lady Bridget Mesina be appointed Chancellor of the Exchequer of the Holy and Royal Government of the Kingdom of Heaven. The Exchequer is hereby established, which office shall serve as the Bank of Heaven. In this regard, I invite Lady Mesina to form a Board soonest, which names shall be submitted to the Throne of Truth for formalizing their respective appointments. The Chancellor of the Exchequer is tasked with overseeing the collections, reporting and accounting of funds for the Kingdom, which shall be reported to the Parliament at the Opening of its Session. The Exchequer is hereby given omnibus authority to collect funds for the Kingdom. Appropriation of these funds shall be within the exclusive power of the Parliament subject to the approval of the Throne of Truth;

1. It is my desire that Lord Marco Lainez be appointed Governor of the Investments Office. The Investments Office is hereby established, which shall be primarily responsible for preparing and formulating the Annual Investment Plan as well as the conduct of Investment Missions throughout the ends of the earth subject to the approval of the Throne of Truth. In this regard, I invite Lord Lainez to form a Board soonest. Lord Lainez is advised to enlist the support of as wide a group as possible from all known and leading business and financial institutions. It is my desire furthermore that the Governor and Members of the Board be given extensive training in corporate and strategic investment planning in the best business schools in the world;

1. It is my desire that Lord John Paul Samonte be appointed Keeper of the Great Seal, which Office shall primarily serve as a clearing house of all documents and measures submitted for the approval of the Throne of Truth. The Keeper of the Great Seal shall also be responsible for the formulation, drafting and preparation of the Royal Legislative Agenda for submission to the Parliament of Heaven. In this regard, I invite Lord Samonte to form a General Partnership soonest with all the leading law partnerships in the Kingdom of Heaven;

A Decree Constituting an Order of Justices-in-Waiting, Forming a Royal College of Jurisprudence

and Appropriating Funds Therefor

WHEREAS, In the beginning was the Word, and the Word was with God, and the Word was God;

WHEREAS, the integrity of the entire Philippine judiciary has been seriously undermined by the numerous scandals that have plagued the Court of Appeals and other touchstones of the judicial system, utterly embarrassing the Supreme Court, leading to the deterioration of confidence in the legal system and eroding the fabric of respect for the Rule of Law among our citizenry;

WHEREAS, the present composition of the University of the Philippines (U.P.) College of Law is not without the intellectual material and moral courage sufficient to propel the Filipino nation into a future established under a regime of the Rule of Law, of freedom, justice, and democracy within the limits prescribed by the Holy and Royal Government of the Kingdom of Heaven;

WHEREAS, there is a need to institutionalize the intellectual preparation, social awareness and moral formation of candidates for Membership in the various Real Audiencias of the Holy and Royal Government of the Kingdom of Heaven throughout the various territories whose respective boundaries and jurisdictions shall be determined and apportioned by the World Filipino Parliament soonest after its formation and the election of its Members;

NOW, THEREFORE, I, Jeffrey J. Roden, by virtue of all the power and authority vested by the Grace of God in me as King of Kings and Lord of Lords, do hereby promulgate and decree, that:

1. It is my desire that the incumbent Dean of the U.P. College of Law Atty. Marvic Leonen constitute an Order of Justices-in-Waiting among the present crop of faculty as well as students, forming and establishing a Royal College of Jurisprudence within the premises of the U.P. College of Law in the meantime;

1. It is my desire that this Royal College of Jurisprudence be a conceptual and not necessarily physical college which would send the Members of the Order of Justices-in-Waiting to the best Universities in the world for post-graduate and specialization studies as well as for clerkship to train in all the existing legal systems of the world as it is presently conceived and structured;

1. The Dean is hereby granted full and complete authority to raise the amount necessary to cover all expenditures attendant to this undertaking from any and all legal sources within the boundless and eternal jurisdiction of the Kingdom, including but not limited to deriving funds from all the Alumni of the U.P. College of Law;
