Holy and Royal Letters of Instruction No. Eternity-002

Attention:  The Right Honourable Chairman of the House Committee on Justice

The Right Honourable Ladies and Gentlemen of the House of Representatives:

Then Daniel praised the God of Heaven and said:

“Praise be to the name of God for ever and ever;

wisdom and power are his.

He changes times and seasons;

He sets up kings and deposes them.

He gives wisdom to the wise

and knowledge to the discerning.’”

(The Book of Daniel, Ch. 1, v. 20 and 21)

A pleasant day.

It is of public knowledge that a fourth impeachment complaint has been filed against Her Excellency President Gloria Macapagal-Arroyo by several complainants.  The grounds for this new impeachment complaint are adequately and exhaustively discussed in the said complaint.

Without passing judgment yet as to the validity and truth of the legal considerations and factual grounds invoked in said impeachment complaint, may I please convey to the Right Honourable Speaker of the House of Representatives the earnest desire of the Throne that this impeachment complaint be given due course and, if sufficient in form and substance, be immediately transmitted to the Senate of the Philippines without delay for any reason whatsoever.

There is a need to provide both Her Excellency the President of the Republic of the Philippines and the complainants the proper venue and forum to litigate their interests.  More importantly, it is the inherent right of the Filipino people to be informed of the truth and/or falsity of these charges against the highest official of the Filipino nation.  In this regard, it is my considered opinion that this impeachment complaint must be given due course and, if sufficient in form and substance, be immediately transmitted to the Philippine Senate without further delay but without sacrificing due process of law and the rights of the respondent.

It is my fervent hope that the votes of the Members of the House of Representatives would not be prevailed upon by any consideration other than the dictates of their conscience, their commitment to their respective representations, and the will of the Sovereign GOD Almighty.

With men this is improbable, with God nothing is impossible. These letters of instruction shall take effect immediately.
