WHY ARE FILIPINOS SO POOR? In the ’50s and ’60s, the Philippines was the most envied country in Southeast Asia. What happened? [An Excerpt] By F. Sionil José In the Fifties and Sixties [the Philippines] was the most envied country in Southeast Asia. Remember when Indonesia got its independence in 1949 it had only 114 university graduates compared with the hundreds of Ph.D.’s that were already in our universities. Why then were we left behind? The economic explanation is simple. We did not produce cheaper and better products.

But this physical poverty is really not as serious as the greater poverty that afflicts us and this is the poverty of the spirit.

Why then are we poor? More than ten years ago, James Fallows, editor of the Atlantic Monthly, came to the Philippines and wrote about our damaged culture which, he asserted, impeded our development. Many disagreed with him but I do find a great deal of truth in his analysis.

This is not to say that I blame our social and moral malaise on colonialism alone. But we did inherit from Spain a social system and elite that, on purpose, exploited the masses. Then, too, in the Iberian peninsula, to work with one’s hands is frowned upon and we inherited that vice as well. Colonialism by foreigners may no longer be what it was, but we are now a colony of our own elite.

We are poor because we are poor — this is not a tautology. The culture of poverty is self-perpetuating. We are poor because our people are lazy. I pass by a slum area every morning – dozens of adults do nothing but idle, gossip and drink. We do not save.

We are great show-offs. Look at our women, how overdressed, over-coiffed they are, and Imelda epitomizes that extravagance. Look at our men, their manicured nails, their personal jewelry, their diamond rings. Yabang – that is what we are, and all that money expended on status symbols, on yabang….

We are poor because our nationalism is inward looking.

And finally, we are poor because we have lost our ethical moorings. We condone cronyism and corruption and we don’t ostracize or punish the crooks in our midst. Both cronyism and corruption are wasteful but we allow their practice because our loyalty is to family or friend, not to the larger good.

I am not looking for a foreign power for us to challenge. But we have a real and insidious enemy that we must vanquish, and this enemy is worse than the intransigence of any foreign power. WE ARE OUR OWN ENEMY. And we must have the courage, the will, to change ourselves.

PAMAHALAANG SALINLAHI

(“THE SOLUTION TO OUR PRESENT CRISIS SITUATION IS THE MARCH OF THE PEACEFUL REVOLUTION OF THE GENERATION, THE CRY OF THE YOUTH AND THE ESTABLISHMENT OF THE GOVERNMENT OF THE GENERATION”)

SA MGA DAKILA AT MAGIGITING NA MGA ANAK NG BAYAN:

            Ako ay nagtitiwala na hindi ko na kinakailangan pang isiwalat ang mga detalye nang kalagayan na kinasasadlakan nang Ating Mahal na Pilipinas sa kasalukuyang panahon.  Yaman din lamang na nasasaksihan nang buong Sambayanan ang mga kaganapan sa harapan nang inyong mga telebisyon at nababasa sa mga pahayagan, sapat na marahil na balangkasin ko na lamang ang kinakaharap nang ating bayan.

            Unang-una, mayroong nakaupo sa Palasyo ng Malakanyang sa tabi ng Ilog Pasig na administrasyong hindi kinikilala nang ibang mga bahagi ng ating lipunan bilang ganap at tunay na naihalal na Pangulo, tama man o hindi ang paniniwalang ito.  Dahil dito, kabi-kabila ang bumabatikos kay Ginang (Gng.) Gloria Macapagal-Arroyo magmula pa noong maupo siya sa puwesto at tuluy-tuloy hanggang sa kasalukuyan;

            Pangalawa, ang administrasyon ni Gng. Macapagal-Arroyo ay humaharap sa kabi-kabilang iskandalo at paratang, may batayan man o wala, nang katiwalian sa pamumuno at pandarambong nang kaban ng bayan.  Dahil dito, ipinapanukala nang mga Miyembro ng Oposisyon sa Kapulungan ng mga Kinatawan na ibaba sa tanggapan si Gng. Macapagal-Arroyo sa pamamagitan ng Impeachment.  Dahil din dito, ipinapanukala nang ilang mga sektor, kabilang na ang mga ginagalang na mga mamamayan at mga institusyon na napapanahon na namang magkaroon ng isang mapayapang pag-aaklas upang mapatalsik si Gng. Macapagal-Arroyo sa pagka-Pangulo.  Subalit tila walang dumidinig sa mga panawagang ito dala na rin marahil sa pagkadala ng mga Pilipino sa kawalan nang tunay na pagbabago matapos ang People Power I at People Power II;

            Pangatlo, ipinapanukala naman sa kabilang banda ng mga kakampi ni Gng. Macapagal-Arroyo sa Kapulungan ng mga Kinatawan na magkaroon ng mga Susog sa Saligang Batas.  Dahil dito, ipinangangamba ng mga mamamayan na gagamitin lamang itong paraan upang mapalawig ang pananatili ni Gng. Macapagal-Arroyo sa pagka-Pangulo higit at lampas sa nakatakdang pagbaba niya sa posisyon pagsapit nang tanghaling-tapat sa darating na ika-30 Araw ng Buwan ng Hunyo nang Taong 2010;

Pang-apat, ang nakararaming bilang ng Sambayanang Pilipino ay nasasadlak sa matinding gutom at kahirapan.  Ang kahirapang ito ay lalo pang pinaigting at pinalalala ng kasalukuyang krisis sa pandaigdigang ekonomiya.  Sa katunayan, maraming pamilyang Pilipino ang natutulog sa gabi nang walang laman ang tiyan at lalong walang alam sa ihahatid nang kinaumagahan.  Dahil dito, ipinangangamba nang marami ang pagtaas nang krimen at ang posibilidad na mauwi sa kaguluhan kapag hindi naagapan at nabigyan nang lunas ang ating kalagayan.  Dahil din dito, patuloy na naghahanap nang lunas at liwanag ang taumbayan sa kinakaharap ng ating lipunan;

Sa ilalim nang Saligang Batas ng Taon nang Ating Panginoong DIYOS na Maykapal Isang Libo Siyam na Raan Walumpu’t Pito, ay nakasaad ang mga sumusunod na talata:

PREAMBLE

KAMI, ANG MAYKAPANGYARIHANG SAMBAYANANG PILIPINO, NA NAGSUSUMAMO NANG AWA SA PANGINOONG DIYOS NA MAYKAPAL, UPANG MAKAPAGTAYO NG ISANG MAKATARUNGAN AT MAKATAONG LIPUNAN AT MAITANGHAL ANG ISANG PAMAHALAAN NA MAISASAKATAWAN ANG LAHAT NG AMING MGA PANININDIGAN AT PINAPANGARAP, ISULONG ANG KABUTIHAN NANG LAHAT, PANGALAGAAN AT PAUNLARIN ANG YAMAN NANG AMING LAHI, AT PAG-INGATAN PARA SA AMING MGA SARILI AT SA MGA SUSUNOD NA SALINLAHI ANG MGA BIYAYA NANG KALAYAAN AT DEMOKRASYA SA ILALIM NANG PAMUNUAN NG BATAS AT PANANAIG NG KATOTOHANAN, KATARUNGAN, KASARINLAN, PAG-IBIG, PAGKAKAPANTAY-PANTAY, AT KAPAYAPAAN, AY SIYANG NAGBIBIGAY-BISA AT NAGPAPATIBAY NITONG SALIGANG BATAS. 

ART. II. Seksyon 1.  Ang Pilipinas ay isang demokratiko at republikanong estado.  Ang soberanya ay nananahanan sa taumbayan at lahat nang kapangyarihang pamahalaan ay nagmumula sa kanila.

Seksyon 13.  Kinikilala nang Estado ang mahalagang papel na ginagampanan ng mga kabataan sa larangan ng pagpapalambo ng bansa at kanyang isusulong at pangangalagaan ang kanilang pisikal, moral, spiritwal, intelektwal at sosyal na kalusugan at kabutihan.  Ipamumulat niya sa kabataan ang pag-ibig at pagmamahal sa Inang Bayan, at hihikayatin ang kanilang pakikisali sa mga gawaing pampubliko at pamamahala.

Sa bisa nang mga talatang ito at sa katotohanang ang Sambayanang Pilipino ang batis at pinagmumulan nang lahat ng Kapangyarihang Pamahalaan, nananawagan ako sa lahat ng mga kabataang Pilipino, sa aking mga kababata, pati na rin sa iba’t-ibang mga sektor ng lipunang Pilipino na kaisa namin sa patuloy na paniniwala at pananampalataya sa kakayanan nating lahat na baguhin ang ating bansa, na isagawa ang  mga sumusunod:

Una, magsagawa tayo nang malawakang kampanya upang maipaalala natin sa lahat nang mamamayang Pilipino ang mga unang kataga sa Preambulo ng Saligang Batas na nagwiwika: “KAMI, ANG MAYKAPANGYARIHANG SAMBAYANANG PILIPINO, NA NAGSUSUMAMO NANG AWA SA PANGINOONG DIYOS NA MAYKAPAL, UPANG MAKAPAGTAYO NG ISANG MAKATARUNGAN AT MAKATAONG LIPUNAN AT MAITANGHAL ANG ISANG PAMAHALAAN NA MAISASAKATAWAN ANG LAHAT NG AMING MGA PANININDIGAN AT PINAPANGARAP,”  Ipaalala po natin sa ating mga kapwa Pilipino na sila, kayo, tayo pong lahat ang batis at pinagmumulan nang lahat ng Kapangyarihang Pamahalaan; na tayo ang nagtayo ng pamahalaan at ng lipunan at tayo ay may karapatan, kinauukulan at kapangyarihan na magtayo ang lipunan at pamahalaan na naaayon sa ating mga paninindigan at mga pinapangarap;

Pangalawa, sa bisa nang kapangyarihang ito, hindi na natin kinakailangang hintayin kung ano man ang kahihinatnan ng mga usapin sa Kongreso, maging sa Senado man o sa Kapulungan ng mga Kinatawan, bago tayo kumilos o gumawa ng mga hakbang bilang paghahanda sa mga pagbabago sa ating lipunan at maging sa ating Pamahalaan.  Sa atin po nagsisimula ang lahat ng pagbabago.  Sa diwang ito, nananawagan ako sa lahat ng mga Pilipino, lalung-lalo na sa mga kabataang Pilipino, na bumuo nang pansamantalang Pamahalaan nang SALINLAHI (“interim Government of the Generation”) ng Dakilang Sambayanang Maharlika (“Great Maharlika Nation”) sa mga sumusunod na lugar:

a.       Balangay ng mga Ilokano sa La Union, Ilocos Norte, Ilocos Sur at Pangasinan;

b.      Balangay ng mga Ibanag-Itawis sa Cagayan, Isabela, Batanes, Quirino, at Nueva Vizcaya;

c.       Balangay ng Kordilyera sa Baguio City, Abra, Ifugao, Mountain Province, Kalinga, Apayao, at Benguet;

d.      Balangay ng Gitnang Katagalugan sa Bataan, Bulacan, Zambales, Tarlac, Nueva Ecija, Pampanga at Aurora;

e.       Balangay ng May Nilad sa Quezon City, Manila, Mandaluyong, Pasay, Pasig, Taguig, Pateros, Makati, Marikina, Kalookan, Valenzuela, Malabon, Navotas, Paranaque, Las Pinas at San Juan;

f.        Balangay ng Timog Katagalugan sa Cavite, Laguna, Batangas, Rizal, Quezon, Mindoro Oriental, Mindoro Occidental, Marinduque, Romblon at Palawan;

g.       Balangay ng Bikol sa Camarines Norte, Camarines Sur, Sorsogon, Albay, Masbate at Catanduanes;

h.       Balangay ng Panay sa Antique, Aklan, Capiz, Iloilo, Guimaras, at Negros Occidental;

i.         Balangay ng mga Sri Vijaya sa Cebu, Negros Oriental, Bohol, Siquijor, at Leyte nga Timogon, bukod ang Balangay ng Dakong Bayan sa Sugbo;

j.        Balangay ng mga Waray-Waray sa Leyte, Biliran, Eastern Samar, Northern Samar at Western Samar;

k.      Balangay ng Sulu at Sabah sa Sulu, Sabah, Basilan, Tawi-Tawi;

l.         Balangay ng Zamboanga Peninsula sa Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay at Zamboanga City;

m.     Balangay ng Kutang Bato sa North Cotabato, South Cotabato, Sultan Kudarat, Saranggani, at General Santos City;

n.       Balangay ng mga Mindanawon sa Compostela Valley, Davao del Norte, Davao del Sur, Davao Oriental, bukod ang Balangay ng Dakong Bayan sa Dabaw;

o.      Balangay ng Northern Mindanao sa Bukidnon, Camiguin, Lanao del Norte, Misamis Oriental, at Misamis Occidental, kasama ang mga Lungsod ng Iligan at Cagayn de Oro;

p.      Balangay ng Caraga sa Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, at Dinagat Islands, kasama ang Lungsod ng Butuan;

Pangatlo, ang mga pansamantalang Pamahalaan nang SALINLAHI (“interim Government of the Generation”) na bubuuin sa mga nasabing lugar ay magkakaroon nang tungkulin na isagawa ang mga sumusunod:

a.                              Magkaisa upang mapag-alaman at matiyak na may sapat na pagkain ang bawat pamilyang Pilipino na nasasakupan sa inyong mga lugar at gumawa ng mga hakbangin upang maagapan ang anumang kakulangan sa pagkain sa kani-kaniyang mga nasasakupan.  Bahagi rin nang tungkulin nang pansamantalang Pamahalaan nang SALINLAHI ay magsagawa nang boluntaryong programang pang-agrikultura.  Sa diwang ito, nakikiusap ako sa mga simbahan nang anumang relihiyon pati sa mga mangangalakal sa mga nasasakupang lugar na tumulong sa pagtitiyak na may sapat na pagkain ang bawat pamilyang Pilipino.  Sa itatakdang panahon, ang pansamantalang Pambansang Pamahalaan (“interim Federal Government”) ay maglilimbag ng mga Bayaring Papel (“Bonds and Sovereign Issues of the Government of the Generation”) na siyang ibibigay sa mga mangangalakal na makikiisa sa gawaing ito.  Ang mga Bayaring Papel na ito ay maaaring tubusin sa mga Halagang nakasaad dito sa nakatakdang panahon matapos makumpleto ang pagtatayo nang mga Balangay at ng Pambansang Pamahalaan ng Dakilang Sambayanang Maharlika;

b.                              Bumuo nang mga Kapulungan upang sumulat ng kani-kaniya ninyong mga panukalang Saligang-Batas ng Balangay (“draft State Constitution”) na naaayon sa kalagayan ng inyong mga kultura, kasaysayan at kabihasnan ngunit kumikilala sa pagbibigay ng kapangyarihan sa Pambansang Pamahalaan sa larangan ng sandatahang panlakas (“national defense”), ugnayang panlabas (“foreign affairs”), pananalapi (“money and coinage”), at pagsugpo ng mga katiwalian sa pangangalakal (“anti-trust”).  Ang mga Saligang Batas na ito ay isusumite ninyo sa isang Plebisito sa itatakdang panahon at petsa;

c.                              Bumuo nang mga Sanggunian para sa Halalan (“Commission on Elections”) na mangangasiwa sa mga isasaganap na mga Plebisito para sa inyong panukalang Saligang-Batas ng Balangay (“draft State Constitutions”) at nang Saligang Batas nang Dakilang Sambayanang Maharlika (“Constitution of the Great Maharlika Nation”) pati na rin nang paghalal ng inyong magiging mga pinuno sa itatakdang petsa ng Pangkalahatang Halalan (“General Elections”);

ITATAKDA nang pansamantalang Pambansang Pamahalaan (“interim Federal Government”) ang pagbisita at pag-ikot sa iba’t-ibang mga Balangay (“States”) upang tumulong sa pagtatayo ng mga nasabing pansamantalang Pamahalaan nang SALINLAHI (“interim Government of the Generation”) at upang matiyak na lahat ng mga alituntunin at programa ng SALINLAHI ay ipinatutupad sa kani-kaniyang mga nasasakupan.

ITINATALAGA ko ang lahat ng mga tapat at magigiting na Kawal nang Sandatahang Lakas ng Pilipinas pati lahat ng mga tapat at matitinong Miyembro ng Pambansang Kapulisan nang Pilipinas na alalayan, bantayan at tulungan ang mga pansamantalang Pamahalaan nang SALINLAHI sa lahat ng kanilang mga gawaing opisyal.

ISINULAT ngayong ika-25 Araw ng Buwan ng Nobyembre sa kasalukuyang Taon nang Ating Panginoong DIYOS na Maykapal sa Pamantasan ng Pilipinas, ang Bagong Herusalem at Kabisera nang Banal at Bughaw na Pamahalaan nang Ugnayang Kaharian ng Langit at Lupa.

Una, magmula sa araw na ito, kinakailangang magtalaga nang isang asignatura sa pagsusulat ng Alibata sa lahat nang Antas ng mababang paaralan, pribado man o pampubliko, sa buong Kapuluan nang Dakilang Sambayanang Maharlika.  Gayun din ang kinakailangang italaga sa lahat nang antas ng mataas na paaralan at maging sa lahat nang dalubhasaan at pamantasan sa buong kapuluan, pampubliko man o pribado.

Pangalawa, ipinagtitibay ko ang pagsasalin sa wikang Pilipino nang Saligang Batas nang Taong 1987, nang lahat ng mga naisulat na kodigo ng mga batas, lahat ng mga pangkalahatan na batas, lahat ng piling batas, lahat ng mga patakaran, lahat ng mga pasya at resolusyon ng Kataas-taasang Hukuman at mga mababang hukom, lahat ng pang-administratibong utos, alituntunin at regulasyon ng lahat ng mga kagawaran, kawanihan, komisyon, ahensya at tanggapan ng pamahalaan; pati na rin lahat ng mga liham at pag-uugnayang opisyal nang lahat ng mga tanggapan ng pamahalaan.  Sa diwang ito, itinatalaga ko ang Kataas-taasang Hukuman at ang Batasang Pambansa na magsagawa nang mga hakbangin upang masimulan, maisagawa at maipagtibay ang pagtuturo at pag-aaral ng batas sa wikang katutubo sa lahat ng dalubhasaan at pamantasan sa buong kapuluan, kabilang na ang pagbibigay ng taunang pagsusulit para sa pagtatanggol (“Bar Examinations”) at iba pang mga pagsusulit (“Board Examinations”) sa iba’t-ibang propesyon sa wikang katutubo;

WHEREAS, in the stillness of the shallow waters of the beaches of the Island of Mactan, on the 27th Day of the Month of April in the Year of Our Sovereign Lord GOD Almighty Fifteen Hundred and Twenty One, the valiant conquistador Don Ferdinand Magellan was successfully repulsed and repelled by the outnumbered but indomitable heroic warriors of the Island of Mactan led by the valiant freedom fighter and liberator Lapu-Lapu (“Kaliph Pulaka”); marking, indeed, the first physical contact between the project of globalization and the protection of human rights.  In that fateful meeting, the protection of human rights triumphed over the excesses and greed of a misguided form of globalization;

WHEREAS, the other members of the famed Magellan expedition were nevertheless able to finish their expedition and return to Spain, completing the first known circumnavigation of the world, debunking the then well-settled belief that the earth was flat, and ushering in a revolution in philosophy and scientific thinking; ushering, indeed, a revolution in the way humanity conceptualized, imagined and constructed the ordering of reality;

WHEREAS, As decreed in Article I of the Constitution of the Universe in Eternity, the infinite and constantly expanding territory of the United Kingdom of Heaven and Earth consists of the entire cadence of the universe within the boundless volume of eternity, with all the galaxies, systems, subsystems, stars, planets, and all other celestial bodies, systems and structures; including the territory of the farthest ends of the entire earth and all other territories over which the United Kingdom of Heaven and Earth has sovereignty and jurisdiction, with all the islands and waters existing therein, consisting of its terrestrial, fluvial, and aerial domains, including the territorial oceans and seas, the ocean and seabeds, the subsoil, the insular shelves, and other submarine areas.

The infinite and constantly expanding territory of the United Kingdom of Heaven and Earth includes all Celestial Bodies, Planetary Plantations, Estates of Eternity, Crevices of Constancy, Tundras of Time, Walls of Water, Provinces of Perseverance, Steppes of Space, Gulfs of Greatness, Testaments of Touch, Peninsulas of Placidity, Harvest of Hearts, Galaxies of Generosity, Empires of Excellence, Springs of Satellites, Nooks of Nirvana, Volcanoes of Velocity, Housing of Halos, Cities of Creativity, Districts of Determination, Floodways of Fragrance, Thrones of Triumph, Mountains of Magnetism, Hills of Heaven, Orbits of Originality, Islands of Imagination, Lacunas of Love, Grazelands of Gravity, Cleavages of Contentment, Forests of Freedom, Archipelagos of Aspirations, Waves of Wind, Seas of Sound, Prefectures of Passion, Tunnels of Tranquility, Pathways of Peace, Valleys of Victory, Rivers of Rays, Continents of Colors, Oceans of Oxygen, Lakes of Lightyears, and Zeniths of Zen;

WHEREAS, there is a need to establish a universal space exploration and expedition programme which would launch the discovery, ordering, titling and appropriation of these properties for the benefit of all of God’s creation, and to perform the first multi-chronological, multi-dimensional, multi-temporal, and multi-voluminal navigation of the cadence of the Universe and geo-physical and atmospheric mapping of the volume of Eternity; as well as to declare within all of these discoverable territories the Sovereignty of the Mighty Name of God the I AM WHO I AM in unity with the Blameless Blood of the Lamb of God Jesus Christ and the Torrent of Truth and Saviour of Souls the Holy Spirit of God and towards this end to erect and institute the Flag of His Sovereign Majesty the Holy King and Royal Priest of the Holy and Royal Government of the United Kingdom of Heaven and Earth;

NOW, THEREFORE, I, Jeffrey Roden y Jaraba, by virtue of all the power and authority vested in me as Heir of All the Wealth of Wisdom of King Solomon, and Successor to the House of King David, the King of Kings and Lord of Lords, lawful occupant and sole executor of the Throne of Truth of the Holy King and Royal Priest, by the Grace of God, the Author of Authority, Creator of Eternity, Founder of the Universe, the I AM WHO I AM, the El Shaddai, Jehovah Jireah, Allah, El Elohim Adonai, the God of Abraham, Isaac and Jacob,  Above All Power and Above All Wealth, Fountain of Justice, Oasis of Mercy, and God of All Nations, in Unity with the Mighty Name and Blameless Blood of the Lamb of God, Jesus Christ, who was Crucified, Died, and Resurrected from the Dead, and the Torrent of Truth and Saviour of Souls the Holy Spirit of God, do hereby decree and promulgate this project of the Lapu-Lapu Expedition:

1. All space programmes and space exploration projects of all countries and nations, funded by all governments throughout the ends of the earth are hereby consolidated into one unified collaborative programme which shall be known as the “THE LAPU-LAPU EXPEDITION.”  The LAPU-LAPU EXPEDITION shall embody the creation of a universal inter-planetary, inter-systemic, and inter-galactic diplomacy mission which shall unify the efforts of all nations into one concerted programme;

2. In order to streamline and rationalize the administrative and operational functions of this collaborative project, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA) is hereby designated as the lead institutional agency of the LAPU-LAPU EXPEDITION.  All space agencies and space programmes of all countries and nations throughout the ends of the earth are hereby directed and mandated to coordinate with and report to Director Prisco Nilo, His Sovereign Majesty’s Crown Director of the LAPU-LAPU EXPEDITION;

In coordination with the PAG-ASA, the University of the Philippines’ (UP’s) College of Engineering, College of Architecture, School of Urban and Regional Planning, College of Science, College of Medicine, College of Public Health, College of Agriculture and other allied colleges and units involved in research and development in the applied and natural and health sciences as well as the College of Arts and Letters, College of Arts and Sciences, College of Music, College of Fine Arts and other colleges, units involved in research and original composition in the arts and letters, and all other units who certainly have intellectual and creative contribution to render are hereby endowed with an omnibus grant of the omnipotent, omnipresent and omniscient GENIUS OF GOD and a twenty-year Research and Development and Incentives Centennial Fund in the amount of Two Hundred Billion United States Dollars ($200,000,000,000.00) to be taken from the Wealth of Wisdom of King Solomon in all banks and treasuries where the Throne of Truth of the Holy King and Royal Priest of the Holy and Royal Government of the United Kingdom of Heaven and Earth retains holdings and securities.  This fund shall be used for all research and development efforts not only for the LAPU-LAPU EXPEDITION but also to develop new methods of treatment, organic farming technology, medicines, products and technologies which will free the impoverished, ailing and suffering peoples all over the world from their bondage to poverty, hunger and sickness.  The foregoing institutions would be well-advised to tap all the intellectual and technical resources of all of GOD’s creation;

3. Towards this end, the HOLY AND ROYAL EXPEDITION FORCE is hereby constituted which shall be composed of the following fleets and entities:

Upon the successful landing of the Holy and Royal Fleet in other planets, systems and galaxies, the Peace Engineering Corps shall proceed with the construction of the following structures, as the case may be:

q.  The GAT MARCELO HILARIO DEL PILAR y GATMAITAN INTER-SYSTEMIC SPACE BASE.  Within this base shall be constructed the LA SOLIDARIDAD RADIO OF RIGHTEOUSNESS NETWORK and the DIYARYONG TAGALOG INTER-SYSTEMIC LIGHTWAVES COMMUNICATIONS CENTER; and

SAPAGKAT, may mga samahan ng mga kabataang Pilipino na nananawagan ng pagkakaroon ng pagbabago sa Saligang Batas ng Republika ng Pilipinas na itinitik noong Taon Nang Ating Panginoong Diyos na Maykapal Isang Libo Siyam na Raan at Walumpu’t Pito (1987 Constitution of the Philippines);

SAPAGKAT, mayroon din namang mga samahan ng mga kabataan na tumututol sa pagkakaroon ng pagbabago sa nasabing Saligang Batas lalupa’t kung pangungunahan din lamang ito ng kasalukuyang henerasyon ng mga pinuno na nakaluklok ngayon sa kapangyarihan.  Sa katunayan, naglabas na rin ang Student Councils Association of the Philippines (SCAP) nang pagpapahayag ng kanilang maigting na pagtutol sa pagsasagawa ng mga pagbabago sa Saligang Batas ng Pilipinas kung ito’y pangungunahan din lamang ng kasalukuyang henerasyon ng mga pinunong nakaupo at lalo na kung hindi maisasama ang mga saloobin ng susunod na salinlahi sa gagawing pagbabago ng Saligang Batas;

SAPAGKAT, tinatayang humigit kumulang tatlumpung milyong (30 million) kabataang Pilipino ang may karapatan at maaari nang bumoto sa darating na halalan na nakatakdang ganapin sa Ikalawang Lunes ng Buwan ng Mayo sa Taon ng Ating Panginoong Diyos na Maykapal Dalawang Libo at Sampu (2nd Monday of the Month of May in the Year of Our Sovereign Lord GOD Almighty Two Thousand and Ten); kabilang na rito ang siyam na milyong kabataang Pilipino na boboto sa kauna-unahang pagkakataon sa kanilang mga buhay.  Ang bilang na ito ay sapat upang maghalal ng Pangulo at Pangalawang-Pangulo ng Pilipinas, ng mga Senador, mga Miyembro ng Kapulungan ng mga Kinatawan at ng lahat ng mga manunungkulan sa lahat ng antas ng mga lokal na pamahalaan;

Una, Ako ay nananawagan sa lahat nang mga kabataang Pilipino, na napapaloob sa hanay na labingwalong taong gulang hanggang tatlumput-limang taong gulang (18 to 35 years old) humigit-kumulang sa pagsapit ng araw ng halalang nakatakdang isaganap sa ikalawang Lunes ng Buwan ng Mayo sa darating na Taon nang Ating Panginoong Diyos na Maykapal Dalawang Libo at Sampu (2nd Monday of the Month of May in the Year of Our Sovereign Lord GOD Almighty Two Thousand and Ten), upang magbuklud-buklod at magkaisa sa paghahanda nang pag-ukit at pagsusulat nang magiging kinabukasan at hinaharap ng Sambayanang Pilipino; siya rin ang aking panawagan na magbuklud-buklod sa lahat ng mga naunang henerasyon pati na iba pang mga sektor ng buong sambayanang Pilipino na hindi man kabilang sa hanay ng mga edad o gulang na nabanggit, subalit patuloy pa rin ang kanilang pag-asam at paniniwala sa kakayahan at pagtutulungan nating lahat na baguhin ang sambayanang Pilipinas at pati na rin ang buong mundo at buong kalawakan sa pakikipag-ugnayan at pakikipagtulungan sa lahat ng mga lahi at lahat ng nilikha ng Panginoong Diyos na Maykapal;

Pangalawa, Ako ay nananawagan sa nasabing mga kabataan at buong sambayanang Pilipino na magkaisa sa pagbubuo nang isang pandaigdigan, pangmalawakan, pangkabuuan, pangkalahatan at magpasawalanghanggang pagkikilos sa ilalim nang iisang lapian na kikilalanin at tatanghalin sa pangalang SALINLAHI (“New Generation”) upang magpasimula at magpasiklab ng isang mapayapa ngunit malawakang pagbabago sa lipunan at sambayanang Pilipino at maging sa buong mundo sa pamamagitan nang paglulunsad ng mga pinuno ng kabataan na hahabol at maglulunsad ng kanilang mga kandidatura sa darating na halalan na nakatakdang ganapin sa Mayo 2010.  Sa diwang ito, itatalaga ang lapiang SALINLAHI at isusumite ang rehistrasyon sa kinauukulang ahensya ng pamahalaan bilang isang ganap at lehitimong kilusan ng mga Kabataang Pilipino;

Pangatlo, ang SALINLAHI ay maglulunsad at magpapatakbo ng mga kandidato sa lahat ng posisyon na alinsunod sa Saligang Batas ng 1987 ay nakatakda at nakatayang buksan para sa halalang gaganapin sa Mayo 2010 mula sa tanggapan ng Pangulo, Pangalawang-Pangulo, mga Senador ng Senado ng Republika ng Pilipinas, mga Miyembro ng Kapulungan ng mga Kinatawan, Mga Gobernador at Bise-Gobernador, Mga Bokal o siyang mga Miyembro ng mga Sangguniang Panlalawigan, mga Pinunong Alkalde at Pangalawang Alkalde ng mga Bayan at Lungsod, at mga Miyembro ng mga Sanggunian ng mga Bayan at mga Lungsod.

Pang-apat, Kung siyang talagang ninanais at saloobin ng mga kabataang Pilipino na magkaroon nang pagbabago sa Saligang Batas bago sumapit ang nakatakdang halalan sa Mayo 2010, hinahamon ko ang lahat ng kabataang Pilipino na maglunsad nang pambansang pagkakalap ng mga lagda ng pakikiisa at pagsang-ayon sa nasabing balakin na baguhin ang Saligang Batas; kasama na rito ang pagpapababa ng gulang o edad na siyang kwalipikasyon upang makasama sa paghahabol, paghahalal at pagtatanghal ng mga kandidato na magmumula sa hanay ng mga kabataang Pilipino na hahabol para sa lahat nang posisyon magmula sa Pangulo, Pangalawang-Pangulo, pati mga Senador at mga Kinatawan at lahat ng pamunuan ng mga lokal na pamahalaan ng Republika ng Pilipinas;

Panglima, hinahamon ko ang lahat ng kabataang Pilipino na ilabas, kuhanin ang suporta at palagdain ang hindi bababa sa tatlumpung milyong  Pilipino (30 million Filipinos of at least 17 years of age) bilang pagsang-ayon sa mga ninanais na pagbabago sa Saligang Batas ng Pilipinas; sapagkat kung ang napakasimpleng bagay ng paglagda ay hindi natin maisasagawa, ay patuloy na pagsasamantalahan at paglalaruan ang ating kinabukasan dahil na rin sa ating kakulangan ng pagkakaisa at pagbabantay ng ating kinabukasan;

Pang-anim, ganunpaman, kung hindi man maisagawa ang nasabing mga pagbabago sa Saligang Batas ng Pilipinas bago sumapit ang halalan na nakatakdang isagawa sa Mayo 2010, ay maaari pa ring kagyatang maisagawa ang mga pagbabagong ninanais ng mga kabataang Pilipino kung maihahalal ang labindalawang Senador (12 Senators) at isang buong Kapulungan ng mga Kinatawan (House of Representatives) na ang lahat ng miyembro at pati na mga pinuno ng mga lokal na pamahalaan ay magmumula sa mga kandidato ng SALINLAHI;

Panghuli, kapag naiupo na nang mga kabataan sa pakikipagtulungan ng buong sambayanang Pilipino ang halos isang buong Kongreso ng Pilipinas na binubuo nang mga kandidato na magmumula sa hanay ng SALINLAHI ay maaari nang isagawa ng sambayanang Pilipino ang lahat ng naising pagbabago hindi lamang sa Saligang Batas kundi lalung-lalo na sa lipunan at pati na rin sa ipamamahagi ng sambayanang Pilipino sa sandaigdigang sangkatauhan;

Sa aking mga kababata, panahon na upang iwaksi ang mga kamalian ng daan-daantaong nakaraan at ng umaagos na kasalukuyan.  Panahon na para tumindig para sa ating kinabukasan kung tama man ang mga binigkas na wikain ni Gat Jose Rizal sampu nang mga bayaning Pilipino na nagbuwis na kanilang mga buhay upang makamtan ang ganap na kalayaan para sa lahat ng Pilipino, na tayo ang natatanging pag-asa ng bayan.  Kaya’t sa aking mga kababata, ang akin pong taimtim at palagiang dasalin at dalangin ay naway mapukaw na ang inyong mga damdamin sa katotohanang panahon na upang tumindig ang kabataang Pilipino.  Dumating na po ang panahon para sa tunay at pangmalawakang pagbabago.  Ngayon na po.  Nasa sa atin pong mga kamay ang paghubog ng ating kinabukasan.  Nagtutunggali na po ang ating madilim na pagkasadlak o maliwanag na pag-asa ng bagong kinabukasan.  Hindi po bukas o sa susunod na buwan o di kaya sa susunod na taon.  Ngayon na po.  Panahon na po ng katagumpayan ng kabataang Pilipino.

Kasihan nawa tayong lahat nang Poong Maykapal.

The Faith of the Centurion

When Jesus had finished saying all this in the hearing of the people, he entered Capernaum.  There a centurion’s servant, whom his master valued highly, was sick and about to die.  The centurion heard of Jesus and sent some elders of the Jews to him, asking him to come and heal his servant.  When they came to Jesus, they pleaded earnestly with him, “This man deserves to have you do this, because he loves our nation and has built our synagogue.”  So Jesus went with them.

He was not far from the house when the centurion sent friends to say to him: “Lord, don’t trouble yourself, for I do not deserve to have you come under my roof.  That is why I did not even consider myself worthy to come to you.  But say the word, and my servant will be healed.  For I myself am a man under authority, with soldiers under me, I tell this one, ‘Go,’ and he goes; and that one, ‘Come,’ and he comes.  I say to my servant, ‘Do this,’ and he does it.”

When Jesus heard this, he was amazed at him, and turning to the crowd following him, he said, “I tell you, I have not found such great faith even in Israel.”  Then the men who had been sent returned to the house and found the servant well.

The Coming of the Kingdom of God

Once, having been asked by the Pharisees when the kingdom of God would come, Jesus replied, “The kingdom of God does not come with your careful observation, nor will people say, ‘Here it is,’ or ‘There it is,’ because the kingdom of God is within you.”

Attention:  The Right Honourable Chairman of the House Committee on Justice

The Right Honourable Ladies and Gentlemen of the House of Representatives:

Then Daniel praised the God of Heaven and said:

“Praise be to the name of God for ever and ever;

wisdom and power are his.

He changes times and seasons;

He sets up kings and deposes them.

He gives wisdom to the wise

and knowledge to the discerning.’”

A pleasant day.

It is of public knowledge that a fourth impeachment complaint has been filed against Her Excellency President Gloria Macapagal-Arroyo by several complainants.  The grounds for this new impeachment complaint are adequately and exhaustively discussed in the said complaint.

Without passing judgment yet as to the validity and truth of the legal considerations and factual grounds invoked in said impeachment complaint, may I please convey to the Right Honourable Speaker of the House of Representatives the earnest desire of the Throne that this impeachment complaint be given due course and, if sufficient in form and substance, be immediately transmitted to the Senate of the Philippines without delay for any reason whatsoever.

There is a need to provide both Her Excellency the President of the Republic of the Philippines and the complainants the proper venue and forum to litigate their interests.  More importantly, it is the inherent right of the Filipino people to be informed of the truth and/or falsity of these charges against the highest official of the Filipino nation.  In this regard, it is my considered opinion that this impeachment complaint must be given due course and, if sufficient in form and substance, be immediately transmitted to the Philippine Senate without further delay but without sacrificing due process of law and the rights of the respondent.

It is my fervent hope that the votes of the Members of the House of Representatives would not be prevailed upon by any consideration other than the dictates of their conscience, their commitment to their respective representations, and the will of the Sovereign GOD Almighty.

With men this is improbable, with God nothing is impossible. These letters of instruction shall take effect immediately.
